I suspect this high water on the Hood River did a lot more damage to power generation and rail transport than we see here.

Where is that? Up river of the pipe bridge? Although the bank doesn't look like that there. I cant figure out what would make that big water drop.

It appears that the rails are spiked directly to the ties with no tie plates. This might help date the frame, when did MHRR start using tie plates?
