Yes, that is a scale. it was used when Hood River Distillers still used apples (and other fruit?) as raw material for their products. It would not surprise me if it dated back to when those raw materials were brought in in horse drawn wagons.
The people in the picture are assembling for Naval portion of the Memorial Day (or was it still called Decoration Day?) observance in image #475, a ceremony I think was based on the USNavy burial at sea ceremony.
By the way, the building with the Apple Growers Association sign was called th National Cold Storage. IIRC, it was built a year or two before the Union Cold Storage.
