Judging from the strata which appears to consist mainly of volcaniclastic silstones and claystones, with interspersed welded tuft layers, I'd say that this is somewhere in the John Day Fossil beds. Combine this unique geology with the general topography and understanding of 1928 road systems in the area, I'd say it's Kimberly, or more precisely, in the Foree area immediately east of the Longview Ranch Airport.
