Looks like the PP&L crew is making a winter service call at Council Oak Ranch. Based on the truck, I'd place this circa 1925. Does anyone know where the Council Oak Ranch is?

It was somewhere in Mt. Hood and operated by CP Ives.

Maybe the team of horses there to pull the vehicle up or out of the icy snow?
I don't think they had snow tires back then. But lots of deep ruts.

Is it a Pacific Power & Light truck? When did that company come into being?

In 1912 the ranch has an add in the Glacier that they will winter horses and they have white Leghorn hens for sale.

Yes, this is a PP&L truck. Wikipedia says PP&L was formed in 1910 from the merger of several smaller utilities.
