There are other references to a Theo Pennington, in the stage industry, singer, actress/actor, but can't decide whether this Theo Pennington is a man or woman.
She must not have made a big success story if so little is known about here. There again playing the Rialto in Hood River, Oregon instead of the large cities.

I think Miss Theo Pennington was an opera singer, who performed with the Dunbar Opera Company.
In the Prescott, Arizona Evening Courier, March 21, 1922:
"Theo Pennington, who charmed her Prescott audience in "Robin Hood" when she sang "Oh, Promise Me," is seen and heard at her best as Arline in "The Bohemian Girl."....

According to a University of Washington photo archive note, Martin A Grady was a studio photographer in Seattle, Washington, between 1920 - 1925. He marked his photo's, Grady Seattle, as the picture seen here. I would think that this is a promotional photo taken of Theo in Costume. The pearls are so poorly strung, that I do not believe they are real, and the gown is in a somewhat frayed condition as well, which leads me to believe, that it is more than likely a costume for one of her performance's.
