I believe this is Pansy Dewitt on a post-WWII visit to Italy. She writes:
This is an awful picture of me taken in Florence ? what is the city hall, "Palazzo Vecchio" in background. Building on right Uffizi Gallery-- filled with beautiful pictures of every kind-- all moved during the war. Most of them put in underground caves-- many found by our army, having been carried away by Germans.

Pansy has become one of my favorite HR characters.

Looks like it might be a hand forged chain behind her. and what appears to be a flight of two or three stairs dropping down to street level. The street must not have been a through thoroughfare at that time, though the stairs don't show in the Google Maps view today.

It's still not a through thoroughfare. If you go into the google picture and do a 180, you can see the stairs she's standing on.
